Thanks to @itstrant for the App Store Debug Panel file used in the backup!

Update April 11, 2023:
This mod sadly no longer works on iOS 16.3.1 & higher, I am not sure if it works on 16.3, but it should work on iOS 16.2, and below.

Need help following the written instructions? Watch the video tutorial -> CLICK ME, while doing the written instructions. To disable/remove the debug panel, instead of selecting the "Enable App Store Debug Panel" folder, select the "Disable App Store Debug Panel" folder.

Setup

On your Windows PC, download & install iBackupBot "DOWNLOAD", & iTunes "DOWNLOAD" (if you don't have iTunes already) onto your computer.

iTunes can only be downloaded from Apple's website; if it is downloaded via the Microsoft Store, semi-restores will not work. Install iTunes again from Apple's website if it was originally installed from the Microsoft store.

Files Required

Download: DOWNLOAD

Download the App Store Debug Panel backup from the link above, then open the zip file in your downloads folder to reveal a folder named "App Store Debug Panel." Open that folder to reveal 2 folders: "Enable App Store Debug Panel" and "Disable App Store Debug Panel." Move the "Enable App Store Debug Panel" folder to your desktop and keep the "Disable App Store Debug Panel" folder in a secure location for future use.

Applying the mod

Launch iBackupBot, click the folder icon, then select the "Enable App Store Debug Panel" backup to load it. Under backups, double-click on the backup you just loaded, then select System Files. Now, search for com.apple.AppStore, then restore the file to your device.

To unapply the mod, simply choose the "Disable App Store Debug Panel" backup, and then restore the file com.apple.AppStore inside that backup to your device.

On your device, it will display "Restore in Progress." After the device reboots, you'll encounter the setup screen. Simply setup your device, and when you reach the "Apps & Data" page with the "do not transfer data" option, select it and continue following the remaining steps.
